Minbari governing body immediately below the Grey Council in terms of authority. It is made up of nine members from each caste. They meet in the Great Hall of the Caste Elders in Yedor. Unlike the Grey Council, the Caste Elders meet sitting down in chairs. During their meetings, people who are not members of the government may be invited to attend, but normally may not address the Council unless asked a question by one of the Caste Elders[1]
