The Devado Civilian Starpost and Commerce Station is a independent privately-owned trading space station.
The station is located in the neutral Sin'talith system, above a massive red gas giant. It consists of five tube-rings that spin around the central core, where the engines, docking bays, and other necessary systems are located. Devado is a neutral station which is owned and operated by three wealth individuals, a retired Earthforce officer and two Pri-Wakat Brakiri power brokers. They don't follow the laws of either the Earth Alliance or the Brakiri Syndicracy, and stay neutral in their dealings. Therefore they neither meddle in the affairs of their guests nor their inhabitants when it comes to either trade or personal contracting. Instead the Devado asks for higher rates on renting quarters and provide slightly higher priced services in lieu of lost taxes and reduced profits.
The station is full of entrepreneurs from throughout the League of Non-Aligned Worlds, in addition to the Centauri Republic and the Earth Alliance. It has accommodations for nearly every species, in one way, shape, or form. They can make atmospheric alterations to individual quarters as needed, Except for the Vorlons, every race has been seen at the station. All of whom are treated as treasured guests, except for the Minbari. The EarthForce co-owner, Corporal Geral Furlowe, served during the Earth-Minbari War as a ground pounder, and grew to hate them with a passion. He has made the Minbari all but taboo on the station, resulting that those who accidentally arrive at the Devado rarely stay long due to the bigotry, intimidation, and general racism directed toward them. It's rumored that there is a secret "hit squad" of veterans of the war on the ship working for Furlowe, who eliminate any Minbari that overstays his welcome.
The station itself is split into separate levels by the rings. Each level is identified with a certain station-wide use or specific business. Station operations are at the Core level, quarters and "squatting" rooms for the homeless are in the Bronze level, the business suites and office spaces are in the Silver level, and the markets, bars, nightclubs, and other customer services are in the Gold level. Located in the Platinum level is a gigantic casino, which spans the entire ring. It's called "the Plat" and it's the largest casino of its kind in the galaxy. Which is rumored to be run by a mafia-like group, the infamous Red Credit raider cell, whose hidden members watch over it at all times. Station security monitors the Plat and electronic betting cards track the customers.
