Michel Chambert was the President of France, an Earth nation state.
In 2271, after the arrest of the war criminal and former Psi CopAlfred Bester in Paris, Chambert unsuccessfully attempted to have him tried in France, arguing that Bester had been apprehended on French soil.[1]
