Sheridan is targeted by an assassin during his inauguration as President of the Interstellar Alliance. At the behest of Sheridan, Captain Elizabeth Lochley arrives from Earth to take command of Babylon 5. A group of rogue telepaths come to the station looking for sanctuary.

Key events, more or less in order:

  • Captain Lochley arrives on Babylon 5 and is briefed by Lt. Corwin, who tries to explain that order on Babylon 5 is not simply a matter of good discipline.
  • A Ranger is killed by an assailant. A sign is hung around the neck of the Ranger saying, "Special Delivery for Babylon 5."
  • Delenn meets with the new Gain ambassador (who is subsequently killed by the same assailant who killed the Ranger.)
  • Byron, a telepath, meets with Captain Lochley and asks for permission to establish a colony of rogue telepaths.
  • President Sheridan invites G'Kar to write the oath of office and declaration of principles for the new Interstellar Alliance.
  • One of the new telepaths to Babylon 5 finds the assailant in his quarters preparing weapons for an assassination. The assailant shoots and wounds the telepath.
  • The pre-inauguration gathering is happening. The assailant walks in disgused. The wounded telepath comes in and warns the gathering. The assailant escapes, and the telepath dies.
  • The inauguration begins in the dome. Just before Sheridan begins to take the oath of office, the assailant comes up in a starfury. Mr. Garibaldi comes up behind him and pulls the starfury away, which is then destroyed by the Babylon 5 defense grid.
  • G'Kar asks Sheridan, "Do you want to be president?" Sheridan replies, "Yes." G'Kar says, "Then put your hand on the book and say I do." Sheridan does, then G'Kar says, "Fine. Done. Let's eat."
  • Mr. Garibaldi announces to Captain Lochley that he has been appointed as the new director of covert intelligence for the Interstellar Alliance.
  • President Sheridan announces to Byron that he is deeming the telepath colony request a political matter and agreeing to the colony.
