A Psi Cop met with a Alfred Bester in early 2261 to discuss how to alter Michael Garibaldi's personality.

History

After Garibaldi was captured during a Shadow attack on Babylon 5, Bester was able to retrieve him. He had become aware of an anti-telepath conspiracy, and decided to try and use Garibaldi to expose it. Bester worked with a Psi Cop, who was instrumental in reprogramming Garibaldi's personality. They subjected Garibaldi to subtle reprogramming in order to use him as a sleeper agent, accentuating his paranoia and distrust of authority.[1]
