By 2261, Tessa had become the head of the Resistance during the ongoing Earthforce embargo of Mars that had begun the previous year when the Mars Provisional Government had refused EA President Clark's martial law decree.[2] Though head of the movement, she often struggled with controlling the more extremest elements within the organisation that took orders from Donovan on Earth. She became romantically involved with Stephen Franklin shortly after he arrived to garner the support and solidarity of the resistance.[3] Later, after the capture of Sheridan by President Clark's forces, Tessa's agents captured Michael Garibaldi, who had been implicated as a turncoat. Though Holloran had initially been intent on summarily executing Garibaldi, Lyta Alexander showed her the truth that the Psi Corps were ultimately behind Garibaldi's betrayal and she ordered him released.
