Mr. Welles was an Earth Alliance propagandist, and at one time was the co-director of the Ministry of Peace.
History
In 2259 Welles was an influential figure in the new Clark administration and alongside Frederick Lantze was actively involved in the formation of the Ministry of Peace and it's Nightwatch Division.[1]
